Tokyo, November 20, 2025 – Terra Drone Corporation, a leading drone and Urban Air Mobility (UAM) technology company headquartered in Japan, is pleased to announce that its group company Unifly, a global leader in UAS Traffic Management (UTM) solutions, has signed a Memorandum of Understanding (MoU) with CorePeelers Pvt. Ltd. (hereinafter “CorePeelers”) an aviation technology company headquartered in India, to collaborate in the deployment and demonstration of drone traffic management systems in India. The MoU was signed at a ceremony held during the international aerospace exhibition “Dubai Airshow 2025,” where Terra Drone and Unifly are exhibiting jointly.

Background and Purpose
In India, the use of drones is rapidly expanding across a wide range of fields, including infrastructure inspection, logistics, disaster management, and agriculture. The government is promoting the establishment of a safe operational framework for drones by digitalizing procedures such as drone registration and flight approvals through a platform known as “Digital Sky.”
At the same time, as the number of drones grows, there is an increasing need to develop UTM systems, equipped with functions such as pre-flight plan validation and in-flight monitoring, in a manner tailored to India’s specific operational environment.
Given this background, Unifly, which has a proven track record of operating UTM systems in countries around the world, aims to advance the localization and demonstration of UTM systems tailored to India’s operational environment by partnering with CorePeelers, an Indian aviation technology company that has delivered numerous digitalization projects for government agencies and state-owned enterprises in the aviation, airport, and defense sectors.
Contents of the MOU
Under this MOU, Unifly and CorePeelers agree to collaborate on the deployment and demonstration of drone UTM systems in India along the following three pillars:
- Flamework for Role Allocation and Implementation
Unifly will provide the UTM platform and related technologies, while CorePeelers will be responsible for localization and system integration design in India, as well as serving as the primary interface with government agencies, state-owned enterprises, defense-related organizations, airport operators, and other stakeholders. - Exploring Integration with Digital Sky and Conducting Demonstrations
The two companies will jointly explore methods for integrating the UTM system with existing infrastructure such as Digital Sky and airport air traffic control systems. They will also advance proof-of-concept and pilot operations of the UTM systems through joint demonstrations for regulators and other stakeholders. - Exploring Future Collaboration in the Advanced Air Mobility Domain
Looking ahead to the future integration of advanced air mobility technologies including eVTOLs, the parties will engage in exploring collaborative opportunities in this domain, focusing on designing necessary air space structures and establishing operational rules.
Future Outlook
Building on this MOU, Unifly and CorePeelers will work together with relevant stakeholders in India to further localize and demonstrate UTM systems tailored to the country’s specific needs. As a global leader for the low-altitude economy, Terra Drone will continue to promote the development of safe and sustainable air infrastructure around the world.
